It is all part of identity theft. They get all your information. Then these can be used in two ways.
1. To hack down your ID's, bank accounts etc.
2. Dangerous one: Fake passports, documents and other things are made illegally which can be used for any purpose ranging from Travelling to terrorist acts.
Never send anything to anyone.
Remember one rule: If you haven't purchased it (ticket) you can't win.
